Planning consultant Scott Olsen asked the Shandaken Planning Board to take official lead‑agency status for a coordinated SEQR review so the Zoning Board of Appeals can proceed with its variance review. He told the board that because the ZBA declined to be the lead agency, the planning board must make an official motion to assume that role.
Board members discussed the mechanics: Part 1 of the short environmental assessment form (SEAF) had been completed; the lead agency is responsible for completing Part 2 and addressing any potential impacts. Members reviewed SEAF questions (zoning conflict, change in land use intensity, character of community, water/wastewater impacts, erosion, and energy use) and generally characterized likely answers as 'no' or 'small impact' for the items related to the applications under review. Members then voted to advance the application to a public hearing and to proceed with completing the SEAF Part 2 as the lead agency.
A separate motion later in the meeting to classify the action as Type 2 was discussed but participants noted the board first needs to complete Part 2 and confirm referrals; staff will finalize the determination and publish notices ahead of scheduled hearings.
