Keller ISD accepts $503,066 easement offer for proposed Encore transmission line

The board approved an easement and right-of-way agreement with Encore Electric Delivery Company on Feb. 27 after staff negotiated an appraisal-based increase to the district’s original offer.
Administration said the original Encore proposal for a roughly 70-foot-wide transmission easement across a little more than 3 acres was about $335,412. After requesting an independent appraisal, the district and Encore settled on an appraisal-based best-and-final offer of roughly $503,066.
"We received after asking for an appraisal... we were able to come to, an agreement of 503,000, 66 based on that appraisal," John (presenting finance/real-estate details) told the board. Trustees said they were disappointed Encore would not accept a higher counteroffer but acknowledged condemnation would be time-consuming and costly.
Why it matters: The property (including a parcel the district bought to protect Basswood Elementary) is adjacent to school sites; staff said they prefer single-family zoning for most district-owned parcels but may market Basswood to recoup purchase costs. The easement income will go to the fund balance rather than ongoing operations, per staff remarks.
Outcome: Motion to accept the easement passed 6–0.
