Councilmember Trumbull summarized the measure as simplifying applications and noted the recommendation came from Scott Rugeot, who deals with the special-events code. Scott explained the new categories (small/medium/large) would be based on event size, permit needs and city resources — examples include use of parks, street closures, vending, building permits for temporary structures and the Ithaca Fire Department's outdoor assembly permit. He said small events would remain at a standard $100 fee while more complex events would be assessed higher tiers.
Councilmembers debated whether large student events should cover more of city costs; Miss Fabrizio urged better cost-recovery for repeated student events that require repeated fire and police checks. Staff said the goal is transparency and reasonable fee escalation, noting some events previously slipped through noise-permit routes with no fees. The ordinance carried unanimously.
