"As the village president, I'm not ready to bring any nominations to the board for approval," he said. Melanie Byrd, director of the Cornwall River Library, stressed the operational need: "We need a board so that we can continue to run," including paying bills and handling payroll. Board legal counsel William explained the legal framework, saying the Attorney General has advised that "a quorum is constituted by the remaining seats on the board," but that the municipality can also act to fill vacancies under the library code.
The board voted on Resolution 2026-06-18R3 to accept the resignations (roll-call responses were recorded in the minutes). After debate over statutory authority and the practicality of keeping the library operational, trustees agreed to hold a special meeting on Tuesday the 30th at 6 p.m. for nominations and potential appointments and asked interested candidates to submit written interest to the village. President Coopersedge said he would vet prospective appointees before presenting nominations to the board.
