Commissioners hear progress on county facilities, hangars and small solar savings

Jon Kochis, Fairfield County EMA & Facilities Director, told the commissioners the department completed the Health Department nursing suite at the Levacy Center and finished commercial airport hangars that are now occupied.
He said renovations remain underway at the Health Department lobby and Suites 302 and 304, exterior signage is being installed at the Workforce Center, and the café space in the Workforce/Economic Development and Medical Labs facility is designed for flexible use. "The current tenant is expected to vacate the space in February, at which time it will become available for future use," Kochis said, describing the Levacy Center lease timeline and noting the new Veterans Services location provides more square footage than previously leased.
Kochis also highlighted energy-efficiency work: the county is evaluating a solar field near the Liberty Center and reported about $6,000 in annual savings and a $65,000 tax credit at the One Stop facility, while feasibility studies are expanding to other high-energy-use buildings. On the airport, Kochis confirmed the hangars are complete and that a helicopter sales company had already sold a helicopter; when aircraft are sold and delivered out of state, Kochis noted Ohio does not collect the associated sales tax.
The presentation offered near-term capital planning: the Facilities Department is developing 2027 projects including a third HVAC phase for the Levacy Center and continued exterior improvements. Commissioner David Levacy asked about space for Veterans Services and timing for the leased space to become available; Kochis provided the February vacancy estimate and underscored the county's ongoing work to improve energy usage and building appearance.
