Auburndale Planning Commission recommends citywide Comprehensive Plan text update (2050) to City Commission

The Planning Commission on July 8 recommended that the City Commission adopt a Comprehensive Plan text amendment that updates multiple chapters of the city's plan and advances a "2050" planning framework. Community Development Director Julie Womble said the City contracted Inspire Placemaking, LLC to evaluate the existing 2030 plan and develop an updated 2050 Comprehensive Plan and accompanying updates to the Land Development Regulations.
Womble framed the update as a Statutory and procedural requirement: "Section 163.3191, Florida Statutes, requires local governments to periodically review and subsequently update their comprehensive plan based on changes to Florida State Statutes," she said. She told commissioners the update implements the 2024 Evaluation and Appraisal Review and is exempt from a Business Impact Estimate under Chapter 2023-309, Laws of Florida. "The City's Land Development Regulations update will start in the Fall of 2025," she added.
Staff outlined planned changes across many plan elements: a new Future Land Use Element with updated maps and capacity analysis, Transportation Element map and level-of-service tables, Housing Element updates noting local median home value context, Conservation Element emphasis on lakes, updated Recreation and Open Space mapping and parks deficiency analysis for 2023–2050, Intergovernmental Coordination updates, and an expanded Capital Improvements Element with objectives for fiscal management and service delivery.
Commissioner Dave Holt moved and Commissioner Tom Dudash seconded the motion to recommend the Comprehensive Plan amendments to the City Commission; the motion passed unanimously. No members of the public spoke during the hearing. The Planning Commission's recommendation advances to the City Commission for review and potential adoption.
