Auburndale projects growth to about 30,754 by 2045; staff updates Level of Service standards

Staff presented population projections showing a total population of about 30,754 in 2045 and proposed updated Level of Service (LOS) standards for potable water, sanitary sewer, solid waste and stormwater to guide capital improvements and service planning.
City staff presented an Evaluation and Appraisal Report update to the Planning Commission on Oct. 1 that included population projections and amended Level of Service (LOS) standards intended to guide future capital improvements.
The EAR table presented by staff projects total population (permanent plus seasonal) reaching 30,754 by 2045 (permanent 28,390; seasonal 2,364). Updated LOS standards proposed in the amendment package include potable water at 150 gallons per capita per day (adjusted gross), sanitary sewer at 110 gallons per person per day, solid waste at 6.2 pounds per person per day with one collection truck per 1,100 residences, and stormwater design standards including a 25-year, 24-hour design storm with SCS Type 2 distribution and a 5.5 inches/hour collection-system standard where applicable.
Commissioners asked about how those projections affect service decisions; Director Julie Womble said staff uses growth, trip generation and development patterns to evaluate when to add assets such as garbage trucks, fire apparatus or road improvements. “These Population statistics will help with that also,” Womble said, noting the projections will feed capital-improvement planning and ordinance updates as development occurs.
Staff said the amended LOS values will be transmitted with the Comprehensive Plan amendment package and applied in project review and capital planning following any final adoption by the City Commission.
