Commission recommends re‑establishing K‑Ville planned development with enhanced septic requirement

Staff presented a request to re‑establish the PD‑H1 zoning classification on approximately 128.24 acres near K‑Ville Avenue. The applicant requested 175 lots with specified lot sizes and setbacks and binding site‑plan elements including sidewalks and a masonry wall along K‑Ville Avenue. Community Development Director Julie Womble explained the property is in the City utility area but beyond the distance requirements to connect to public sewer; as a result each unit will be required to use an Enhanced Nitrogen Septic System approved by the Department of Health.
"An Enhanced Nitrogen Septic System, for each unit, shall be required as approved by the Department of Health," the staff report states. Commissioners raised questions about septic system footprint, lot depth and minimum square‑footage to accommodate the systems; Womble said lot dimensions meet regulatory requirements and that the developer provided required footage. Commissioner Danny Chandler moved and Commissioner Crystal Tijerina seconded a recommendation to re‑establish PD‑H1; the motion passed unanimously.
The Planning Commission’s recommendation will be forwarded to the City Commission for final action and any binding site‑plan conditions necessary to implement utilities and access.
