Auburndale Planning Commission backs comprehensive plan amendments, sends package to City Commission

The Auburndale Planning Commission on Oct. 1 unanimously recommended that the City Commission transmit proposed Comprehensive Plan text amendments to the State Land Planning Agency for review and later adoption.
Community Development Director Julie Womble told the commission the City sent a letter to the state on Sept. 30, 2024, notifying the Department of Commerce that Auburndale’s required seven-year Evaluation and Appraisal Report (EAR) found statutory changes that should be reflected in the plan. “Staff recommends approval of the proposed amendment to the City Commission,” Womble said during the public hearing before the commission voted to recommend transmittal.
The amendments the commission recommended include updating the plan’s horizon year from 2030 to 2045, updating population projections and maps, revising Level of Service standards for transportation and utilities, updating state agency names and definitions, and adding floating solar facilities to the list of permitted uses in the Agriculture future land-use classification in accordance with state law. The packet to the state will include an ordinance adopting the changes, the amended comprehensive plan text with tracked changes, and supporting documents such as the EAR and a statutory matrix tracking the basis for each change.
The commission took the recommendation by motion of Commissioner Danny Chandler, seconded by Commissioner Jody Miller, and the motion passed by unanimous voice vote of the six members present. The Planning Commission’s recommendation will next be considered by the City Commission, which must transmit the amendments to the State Land Planning Agency for review before final adoption.
The city’s staff noted the transmittal is the first formal step: once the State Land Planning Agency reviews the package it will return to the City Commission for adoption hearings and any adoption ordinance. The planning staff also said updated population projections and LOS standards will inform future capital-improvement and service-delivery decisions as land develops.
