Community Development Director Julie Womble presented a proposed Land Development Regulation text amendment aligned with the Septic‑to‑Sewer CIP amendment. The proposed LDR changes clarify distance and technical thresholds for when sanitary sewer shall be considered available (600 feet for single‑family residences or scaled distances tied to Equivalent Residential Connections for subdivisions and larger uses) and specify that, if sewer is not available, an Enhanced Nitrogen Septic System approved by the Department of Health may be required and should be located to facilitate future connection.
Commissioners asked how the changes would affect existing homes and who would be responsible for the cost of extending sewer lines or installing infrastructure; Director Womble said cost responsibility and impact‑fee issues would be managed by the Utilities Department and that these are policy/implementation questions to be addressed after the feasibility study and as ordinances are drafted. The commission recommended amending the Administration and Procedures Manual of the LDRs to mirror the policy direction of the CIP amendment.
