Commission advances CIP text amendment to study converting septic to sewer under HB 1379

Community Development Director Julie Womble briefed the Planning Commission on a proposed Comprehensive Plan Capital Improvement Element amendment intended to satisfy House Bill 1379 (2023). The amendment requires local governments to study the feasibility of converting septic systems to sanitary sewer for developments with more than 50 residential lots or multiple onsite systems per acre. Womble said the City and consultant Chastain Skillman have begun the feasibility study, which staff expects to complete in May 2025; the CIP amendment also updates Level of Service standards and directs that new development connect to sanitary sewer when available.
Commissioners asked whether existing subdivisions would be required to hook to sewer; Womble said the state's requirement is to document feasibility and that the study will inform future policy but does not itself impose connection cost responsibilities. The commission voted to recommend the CIP text amendment; additional implementing regulations and any requirements for connection would be addressed later and returned to the Commission.
