City Planner Jesse Pearson presented the Cascara annexation at Hwy. 559 and Cascara Lane, a roughly 40.07‑acre property developed in two phases with 169 single‑family homes. Staff proposed Low Density Residential future land use and PD‑H2 zoning, supporting the request with a binding site plan that lists 15' front, 5' side and 10' rear setbacks.
Commissioners confirmed that the subdivisions are using City utility services and discussed differences between Polk County development standards and the City's code; Pearson noted a Joint Planning Agreement and that the County’s code historically allowed narrower lot standards. Chairman Perry Price criticized some 5' side setbacks as creating “roof to roof” proximity problems but the commission nonetheless voted 5–1 to recommend the Cascara amendments to the City Commission.
