Rob Wilson moved to approve the application, and Michelle Chance seconded the motion; the vote was 7–0. The board’s action follows a written plan attached to the meeting materials that identifies 26 foundation‑curriculum uncertified teacher assignments for 2025–26 and sets multi‑year reduction targets to reach full compliance by 2029–30.
The district document lists Educator Preparation Program partners — Teachworthy, Indiana Wesleyan University and iteachTEXAS — and requires newly hired uncertified teachers to enroll in an EPP within 30 days. The plan provides annual targets (26 baseline in 2025–26; 18 in 2026–27; 10 in 2027–28; five in 2028–29; and zero by 2029–30) and describes supports including exam fee reimbursement, mentoring and the district’s New Teacher (Jacket) Academy.
Superintendent Mac Edwards presented the plan to the board as part of the application packet. The application references Texas Education Code §21.0032(a‑1) as the authority to request the delay. The board’s approval directs staff to file the application with the TEA as presented.
