Highway Superintendent Kelly Smith told the board that when residents install a new driveway that requires a culvert, the town will provide the pipe and use town equipment to deliver it, but the pipe would remain town property and highway staff must inspect the installation to ensure proper water diversion. "We need to have a policy saying the town will deliver the culvert pipe to the homeowner with town equipment. The highway department will need to inspect to make sure that the water is diverted the right way," the record states.
Council Member Brett Blackmer moved and Mary Zuhlsdorf seconded a motion directing staff to draw up a formal policy; the motion passed 4–0. The board did not adopt the policy text at the meeting but assigned the highway department to prepare a draft for a future meeting.
