Jessica Reiter, Lindsay ISD’s finance director, told the board that HB 103 requires public access to details on local bonds, tax elections and spending dating back to 2015, and that the district has begun complying with that requirement.
Reiter said she worked with SAMCO to enter the district’s 2019 and 2023 bond election information into the state comptroller's designated website. She also noted a few budget functions running slightly over and that Function 52 included $17,600 in security equipment that will be reclassified to a security fund and grant to bring the function back into budget.
Reiter reported year‑over‑year utility usage down $896 and that local property tax collections stood at 4.64% as of the end of November. She said the district is tracking overall spending at about 42% of the anticipated budget through November and will monitor unbudgeted expenditures such as baseball field renovations in Function 51.
