Moving Forward reentry program pauses Recovery Coach contract, shifts to materials

The Moving Forward reentry program will shift operations away from a Recovery Coach contract and toward purchasing educational materials for the next one to two years, the program’s lead told the Criminal Justice Collaborating Council on July 15.
"Have decided to not pay for the Recovery Coach," said Mary Campbell-Wood, explaining that Trempealeau County’s restrictions limited the coach’s access to Pepin County inmates and contact was minimal. Instead, staff will prioritize materials to support remote and teleconference classes; Campbell-Wood said the program has taught three teleconference classes in Pierce County and has long-term partnerships with Dunn County.
Between June and July 2026 the Moving Forward program offered seven classes with 22 participants, Campbell-Wood said. She told the council that five classes are planned for August and nine participants are registered to start in the Pierce County jail. Ms. Susan Krisik asked for a monthly list of classes to track ongoing offerings.
Why it matters: the change shifts direct service delivery away from a contracted recovery coach to in-house educational supports because of access and housing patterns, which may affect the intensity of individualized coaching available to returning citizens.
What’s next: program staff will continue teleconference offerings in partner counties; no new grant was pursued at this meeting.
