Hall said the amendment follows the Code of Virginia by establishing special‑exception procedures for review and limits these facilities to agricultural, commercial and industrial zoning districts; the ordinance uses 1 megawatt as the wattage threshold in the local rules.
Commissioners asked whether the package would capture small school and on‑site arrays; staff clarified that on‑site panels (for example the array at Gildersleeve Middle School) are not utility-scale facilities and are not covered by the special‑exception rules. Several commissioners raised concerns about the potential loss of agricultural acreage if very large solar arrays proliferate statewide; a commissioner observed it could take "dozens of acres" to reach one megawatt depending on panel configuration. Staff said the ordinance uses minimum state-authorized setbacks and other site controls and that wetlands setbacks were set conservatively in their draft.
The commission voted 8–0 to recommend ZT2026‑0004 to City Council; staff said the matter will be scheduled for council review (city council hearing date provided as Dec. 22, 2026 in the record).
