The Cold Spring Zoning Board of Appeals told applicants that both mailed neighbor notices and the newspaper publication must occur at least 10 days before a scheduled hearing and that an on-site sign must be posted no later than 10 days prior. Chair Eric Borth said the village will provide a one-page notice and clear mailing instructions to applicants.
Board members emphasized that the applicant should not sign the affidavit ahead of time; the applicant must bring the signed affidavit on the day of the hearing swearing that the sign has been in place for the required 10-day minimum. The board discussed including the immediate neighbors most affected (addresses behind and across the street) in the mailed list to ensure proper notice.
