The Planning Commission recommended approval of a rezoning to create an MPUD for 171 townhome units on roughly 23.67 acres east of Land O'Lakes Boulevard. Staff presented the binding concept plan and described a mix of 52 front-loaded and 119 rear-loaded units, proposed buffering, and an access strategy using an existing C-2 flagpole access and emergency access on Absher Drive.
Kurt Syverson, presenting for Planning, said the proposal “equates to a gross density of approximately 7.2 units per gross acre” and noted constraints including a Category‑1 wetland on the north that prevents full vehicular connections. Commissioners focused questions on traffic: staff and the applicant’s traffic consultant explained FDOT coordination and that a right‑turn lane onto US‑41 would be required and that signalization is contingent on a planned road realignment.
“We will work with them. We will have to put a right turn lane in there,” traffic engineer Steve Henry said, describing ongoing coordination with FDOT and the likely need to adjust signal timing as surrounding projects proceed. Residents told the commission that Old Crystal Springs Road and nearby intersections already experience congestion and flooding; staff said those site‑permitting and stormwater details are evaluated later in the permitting process.
After discussion, commissioners moved to approve the rezoning recommendation; the chair announced the motion carries. The recommendation will now be forwarded to the Board of County Commissioners.
