Only Dr. Heather Hester and Jon Hartman were present for the vote; the minutes record Ryan Shands, Daniele Clark, Shelby Humphrey, Beth Adkins and Dr. Heidi Ritthaler as absent.
The board’s president certified that the meeting complied with the public-notice requirements of Section 551.041, Subchapter C, of the Government Code before the canvass was taken.
