Members flag $1M I-205 BiPath study; budget adds a capital project manager

Separately, members welcomed the county budget's addition of a capital project manager, a position intended to provide top-level oversight and free existing staff from detailed project management duties. Committee members said the hire should help advance long-delayed capital projects and coordinate across streets, parks and other departments.
