Committee wrestles with e-bike classes, age limits and when electric vehicles count as motorcycles

Committee members reviewed state classifications for electric scooters and e-bikes and debated which vehicles require a motorcycle endorsement or registration. One participant summarized that class distinctions hinge on throttle vs. pedal-assist and vehicle power, and several members noted that current state guidance still requires riders of certain classes to be at least 16 years old.

Chris Davis, who said he handles many local bike enforcement complaints, explained the operational limit: "In order for it to be enforced as a violation, it has to be witnessed," and cautioned that some vehicles marketed as e-bikes are strictly motor-driven and functionally motorcycle-like. Members raised questions about whether registration is available for some electric motorcycles and whether riders mistakenly believe their vehicles are legal e-bikes when they are not.
