Staff described the borrowing as a line—amounts are drawn as needed and interest is charged on what the city pulls rather than the full authorized total. “So we all pay interest based on what we pull, not what we actually just like with the fire department, we’ll have certain sections ... they’ll pull up. And then from that date is when they start charging us,” the chair said during discussion. The commission moved to authorize signature on closing certificates and related documents for the revenue loan; the motion was seconded and carried. Separately, the commission approved a municipal commitment to guarantee payment of deficiencies on an airport authority loan; commissioners clarified that the airport authority is a separate entity and that guarantee obligations will be repaid from airport revenues per the loan agreement.
