City staff proposed switching the municipal utility billing cycle from the 21st–20th to a calendar month (1st–end of month) and moving the due date to the 20th to match MRES billing and make proration easier for move‑ins and move‑outs. The proposal included transition options (an immediate change or gradual adjustment through December) and customer notification via bill stuffer, newspaper and social media.
A staff presentation noted the operational benefits: “Benefit on Chris' side is that with move in, move outs, it's a lot easier to prorate a bill,” the staff member said. Commissioners discussed implementation timing and public notice; the commission moved and carried a motion to change the billing cycle and due date and asked staff to prepare customer communications and an optional phased transition plan.
