The proposal included transition options (an immediate change or gradual adjustment through December) and customer notification via bill stuffer, newspaper and social media.
A staff presentation noted the operational benefits: “Benefit on Chris' side is that with move in, move outs, it's a lot easier to prorate a bill,” the staff member said. Commissioners discussed implementation timing and public notice; the commission moved and carried a motion to change the billing cycle and due date and asked staff to prepare customer communications and an optional phased transition plan.
