The Monahans-Wickett-Pyote Independent School District board voted unanimously Aug. 6, 2025, to authorize the superintendent to obligate the district under Chapter 49 of the Texas Education Code using Option 3, which allows districts to purchase attendance credits from the Texas Education Agency. The motion passed 7-0 after being moved by Armando Flores and seconded by Steve Fine.
Board materials and the motion record state that the district will make a single Chapter 49 recapture payment on or before Aug. 15, 2025 to cover the difference between the district’s per-student local revenue and the amount the state considers necessary to educate each child. Trustees were told the designation follows notification from the Texas Education Agency that MWPISD will be a Chapter 49 district for 2025-26. The action references Texas Education Code provisions including §11.1511(c)(4), §48.257 and Chapter 49, and the rules adopted by the commissioner under TEC §49.006.
