Superintendent Kelli Stewart asked the board to remove the Higgins Elementary demolition project and the Bailey Success Center demolition (north wing, gymnasium and fine arts section) from the construction manager‑at‑risk delivery method and to use competitive sealed proposals for procurement as the method that provides best value to the district.
Trustee Sheila Daughtrey moved to approve the procurement-method change and Trustee Bo Exum seconded; the motion carried 6–0. The minutes state the board approved the change but do not include contractor names, budgets, or a project timeline.
