The Paris ISD Board of Trustees approved two memoranda of understanding on Oct. 21: one with STARRY and one establishing emergency facility use agreements.
Trustee Anne Biard moved and Trustee LaWanda Ladell seconded the motion to approve the STARRY memorandum of understanding; the vote was unanimous, 6-0. The same motion pattern — moved by Anne Biard and seconded by LaWanda Ladell — was recorded for approval of the Memorandum of Understanding for Emergency Facility Use Agreement, also adopted unanimously.
The minutes do not include the MOUs’ text, effective dates, or operational terms (for example, whether the emergency facility agreement specifies which campuses may be used and under what triggers). The district’s administrative offices or the superintendent’s office would hold the full agreements and implementation details.
