Nederland ISD: district cannot afford three-point seat-belt retrofits; superintendent authorized to file report

Assistant Superintendent/HR and Operations Bill Jardell told the board that Senate Bill 546 requires districts to report estimated costs of installing three-point seat belts on school buses and to make a budget-limitation determination under Transportation Code section 547.701. Jardell said the district’s inventory and retrofit-cost estimates indicate the district’s budget cannot support purchasing buses equipped with three-point seat belts or retrofitting existing buses.
The board voted unanimously to accept the report and delegated authority to Superintendent Dr. Steven Beagle to submit the report to the Texas Education Agency and take related compliance actions. Jardell told trustees each district must have compliance in place before September 1, 2029 and presented a handout identifying buses not eligible for retrofitting.
