Pampa ISD selects Construction Manager-at-Risk approach for roof and HVAC repairs

The Pampa ISD Board of Trustees voted Sept. 23 to designate Construction Manager-at-Risk (CMAR), using the one-step process, as the delivery method for the district’s roof and rooftop HVAC repair and replacement projects damaged in a June 2023 hail storm.
District staff explained that the extent of damage across multiple buildings and the expertise required made CMAR the preferred method under Texas Government Code Chapter 2269. "Due to the number of buildings involved and the expertise needed in managing a project of this size, the administration is requesting approval of construction delivery method as the one-step process of Construction Manager at Risk," the minutes state. Cade Taylor moved to adopt the resolution; Dr. David Godino seconded and the motion carried 7-0.
The board authorized the superintendent to establish evaluation criteria and weights for a Request for Proposals and to take actions to prepare and issue an RFP to select a Construction Manager-at-Risk. No firm selection was recorded in the minutes; next steps are RFP development and vendor selection.
