Engineers present grant-funded concept for Hannah's Memorial Park splash pad and amphitheater

Jacobs Engineering project manager Mike John Giordano presented a phased concept for improvements at Hannah's Memorial Park that the firm and city officials said would be sized to available grant funding.

Giordano said the project is intended to “promote local business and facilitate community gathering” by tying the park visually and physically to downtown Main Street and nearby school athletic facilities. "I just wanna reiterate this is a a grant funded project," Giordano told council during the presentation. He said the design work done so far is no-cost to the city and that some features may be deferred depending on the final grant amount.

The concept package shown to council includes a splash pad, shaded shelter, bench swings, site signage and themed brick-and-black-iron design elements to mirror the city's architectural motifs. Giordano described the splash pad as a seasonal, single-pass system and said council should expect roughly a Memorial Day–Labor Day operating window: "So this is a single pass system," he said, adding that the design team considers overall water use negligible compared with other municipal demands.

Council members and staff discussed phasing, accessibility from Maple Street, parking and maintenance. Giordano said some items (parking, restrooms, food-truck staging) are listed as potential add-ons depending on final budget. Council signaled interest in continuing design conversations and a staff-led workshop was proposed for further detail and grant terms.

The presentation did not include a final contract or construction schedule; Giordano said the design is close to shovel-ready pending agreement on grant terms and that Jacobs and partners Seymour & Bowen will continue work with the city on terms and conditions.
