Pampa ISD finance staff presented the district's proposed 2026–27 budget and the board set a public hearing to consider adoption. Heath Parker said the district projects 2025–26 revenue of $35,577,126 and is proposing $35,700,253 for 2026–27; proposed expenditures for next year total $35,608,443, with staff projecting the ability to return $500,000 to fund balance.
"Our current budget is in a very good position," Parker said, noting that about 70% of districts pass a deficit budget and that maintaining fund balance and a solid First Rating affects bond sales and interest costs. The board voted to set the date for a public hearing to discuss and adopt the 2026–2027 budget following a motion by Kaleb Snelgrooes and a second by Emily Arrington.
On taxes, Kelley Porter recommended publishing a higher not-to-exceed rate to avoid re-advertising if final numbers come in lower. Porter said, "If we advertise at the higher rate we don't have to readvertise." The projected rate to publish was 1.18540 with a stated total rate of $1.19220; the board voted to publish the rate for the public notice.
Next steps: the district will publish the tax-rate notice and hold the public hearing on the date set by the board; final budget adoption will follow any changes resulting from public input and updated revenue figures.
