Staff presented a flowchart and draft Alternative Compliance Plan (ACP) process that divides ACP requests into categories—bankruptcy/receivership (temporary 12‑month exemptions), financial hardship (short-term), refinancing/remortgage timing (longer-term), condos/co-ops, designated historic properties, and district thermal energy systems. For many categories the flowchart showed a two-tier approach: short extensions with modest documentation versus long extensions requiring a strategic decarbonization plan.
Gabriela said applicants would submit an online ACP form, a narrative explaining constraints, and specified exhibits (court filings for receivership, evidence of efforts to obtain incentives, ASHRAE audits or strategic plans depending on the request). She noted temporary exemptions would require annual renewal tied to benchmarking periods. "This would result in an alternative compliance plan that is a binding agreement with the city of Evanston," Gabriela said, and the form and its exhibit structure will be built into the web process. Committee members asked staff to clarify which targets (EUI interim years, renewables, net-zero) will have interim targets tied into ACP expectations before finalizing documentation requirements.
