Friends group recommends Frontier for Cypress Wetlands pathway; start targeted Aug. 18

Scott Clark of the Friends of Port Royal Cypress Wetlands briefed the council that South Carolina Parks, Recreation & Tourism issued a conditional $100,000 grant for completion of the Cypress Wetlands pathway, and that historic and tribal clearances had been obtained.
Clark said five qualified bidders responded and that Frontier Concrete & Masonry LLC of Savannah scored highest using the state's scoring matrix. "We selected the highest responsible and responsive bidder, and that contractor is Frontier Concrete and Masonry LLC," Clark said. He added the bid was a unit-price contract and that the Friends and staff hope the council will approve the agreement at the next council meeting. If approved, Frontier expects to start work on Aug. 18 with a project duration estimated at 45 calendar days.
Clark also noted the bid came in substantially under the project budget based on the unit-price evaluation, and he proposed a ribbon-cutting once the pathway is finished. Councilors asked about staging and public access during construction; Clark described a rolling closure pattern and coordination with police for staging.
