Port Royal moves forward with several small annexations, rezoning for larger parcel

At the Aug. 5 public hearing, town leaders presented multiple annexation and rezoning items that will return for formal votes at upcoming meetings. Mayor read ordinances 2026-16 and 2026-18 outlining annexations of roughly 0.76 acres (132 Castle Rock Road) and 0.57 acres (3013 Elm Street and 3016 Cherry Boulevard). Both were described as being within the town’s growth boundary and eligible for annexation and zoning review.
Staff and council also discussed ordinance 2026-20, a proposed rezoning of about 25.22 acres (Beaufort County Tax District 112, Map 30 Parcel 3A) from Planned Unit Development to T4 Neighborhood Center. Planning staff explained the change is intended to move away from older PUD zoning to provide more predictable standards for redevelopment and to allow the owner to apply for a county green-space view-corridor funding opportunity. Staff said most of that acreage is occupied by the Park at Broad River Apartments and that a small portion is vacant land near the Broad River bridge.
All items received planning commission recommendations for approval; councilors had questions about process and timelines but recorded no public opposition during the hearing. Formal readings and votes are scheduled for the next council meeting.
