Port Royal officials say Paris Avenue streetscape on track, funded by CDBG

Council staff updated residents on the Paris Avenue streetscape during the Aug. 5 Port Royal council workshop, saying subsurface stormwater trunk lines, cross connections, streetlight conduits and irrigation for the east side have been completed and sidewalks and pavers are being installed.
"Main stormwater trunk lines have been completed," a senior staff member said, adding that crews expect the current phase to finish in early September. Staff clarified that the project phase currently under construction is funded through a Community Development Block Grant (CDBG), not ARPA funds, and that utilities will be buried as part of the streetscape improvements. The council was told the overall multi‑phase program is expected to cost roughly $15–17 million and will be done in stages.
The presentation emphasized both utility upgrades and aesthetic improvements to support outdoor business activity, lighting and new plantings. Council members discussed timing, public outreach and the possibility of a small ribbon-cutting once sidewalks are fully open to the public.
Council materials noted grant timelines and compliance requirements for CDBG funds and the staff presentation urged continued communication with affected businesses during the remaining work. No formal action was taken; councilors were briefed and the project will return for routine oversight and future funding requests.
