Town staff reviewed the consent agenda and upcoming items: adoption of several meeting minutes, the monthly tax-collector report, calls for public hearings to amend the flood-damage and stormwater ordinances, and consideration of two easement requests from Duke Energy along golf-course property and Richard Lane. Councilmember Lawrence Lytle was nominated as a primary delegate to the Land of Sky Regional Council, and the council noted receipt of a donation to the Doctor John Wilson Community Garden from Bounty and Soul.
Staff also previewed the adoption of the Equivalent Residential Unit (ERU) rate study and the updated stormwater master plan, and recommended amendments to the town purchasing-card policy to align with state guidance. The council discussed a budget-amendment ordinance to reduce expenditures and the fund-balance appropriation by $125,000 for the fiscal year 26/27 budget; staff said the amendment reduces the projected draw on fund balance to zero and that they will list the savings found in the budget amendment documents.
Other items previewed included task-order authorization for Flat Creek flood mitigation engineering, review of bank proposals from an RFP, and financing terms for four patrol vehicles budgeted at roughly $260,000. Council approved the agenda as amended and adjourned the meeting.
