Consultants described the MSA as boilerplate contract language that enables the town to authorize discrete task orders later. "It just sets up the arrangement so that subsequent task orders can be, reviewed and approved or edited, and then executed so that we can do the work," a company representative said. Council members discussed that the MSA does not bind the town to any particular dollar amount; each task order will specify scope and cost and return to the council for approval as required.
Presenters and council members also discussed how FEMA typically requires an engineering report before it obligates construction funds. The consultant said that without an engineering scope the town cannot determine the full construction cost and that FEMA often obligates construction dollars only after a method of repair is established. Councilmember S4 made the motion to adopt the resolution; the mayor called for the vote and members voted in favor.
The action clears the path for the town to request an initial task-order scope and cost estimate for the priority FEMA work and then to consider further task orders as necessary.
