Staff presented a rezoning request to convert about 79.48 acres from CFA and FA to MA-2 and MA-3 for industrial uses along Highway 701 and emphasized the site's proximity to an Economic Activity Center and transportation corridors. Staff said the development agreement would require off-site improvements, include buffering and address operational concerns such as truck washing, and specifically referenced a traffic-signal commitment.
During the DA discussion staff stated that one of the developer's commitments would be to install a traffic signal at SC 19 and US 701 or, if CDOT does not warrant installation, to "pay a fee in lieu of the traffic light of $300,000." The applicant said the county would permit the signal if warranted and that they would contribute funds if a signal was not installed by the county. The item was not decided at the workshop and will return for public hearing.
