City staff continue work on personnel policy, including earned sick and safe time

The council discussed involving department managers early in the drafting process so they understand enforcement responsibilities and can provide input on practical implications. Staff said the goal is to have a working document by the end of the year, but the schedule is contingent on continued review and feedback.
