Preliminary-levy deadline forces council to schedule extended budget work sessions

City staff told the council department budgets are mostly complete but revenue assumptions require more time; staff warned the preliminary levy is due Sept. 15 and recommended either completing levy business Sept. 2 or scheduling an extra meeting before the deadline.
City finance staff walked the council through the budget calendar and urged members to set aside additional time for revenue-side discussions ahead of the preliminary-levy filing deadline.
"So that you have a meeting on September 2, and then your next meeting isn't until the 16th, which is the day after the preliminary levy is due the 15th," staff (S5) told the council, noting options to meet earlier or schedule an extra session before the 15th. Staff said department expense requests are largely compiled, but recent developments in the community mean the revenue side needs further work before the council adopts final figures.
Staff proposed using extended work sessions of two to three hours and will circulate a doodle poll to identify times. The timetable presented shows department heads will present line-item spreadsheets and projections so council members can ask detailed budget questions in advance of any levy decision.
