Committee moves to present Local Law No. Eight to amend Steuben County charter

Chair William Thew opened the meeting and the committee moved quickly into departmental items, including a presentation by Rochelle Casselbury, Clerk of the Legislature, of Local Law Tentatively No. Eight for the Year 2026 to amend the Steuben County Charter. Casselbury said the proposal incorporates the General Codes and updates local laws that previously were not referenced. "Presenting Local Law Tentatively No. Eight for the Year 2026, Amending the Charter," she stated as the item was introduced.
Legislator Frederick G. Potter pointed out that under District 10 three of the six towns had been omitted; Casselbury said she would make that correction. The committee discussed language related to the County Attorney's 'whole time' duties. Legislator Scott J. Van Etten noted his view that the important part of the paragraph was the qualification that outside employment is permissible "as long as it doesn't interfere with his county responsibilities." County staff member Jack K. Wheeler said the wording was carried over from an older local law and that codifying it as written would leave future changes to another local law amendment.
Van Etten moved to present the local law for consideration; the motion was seconded by Brian C. Schu and carried unanimously, 5-0. The committee recorded that a formal resolution will be required to advance the item. The presentation and vote were procedural steps to place the proposed charter amendments on the county's legislative calendar for subsequent action.
