Commission discusses 13255 parking expansion, easement and impervious-surface concerns

Planning staff described a code-compliance case at 13255 where a gravel parking pad and driveway had been constructed across two properties and without prior permits. The applicant’s representative, Adam Wodrick of ICM (speaker S1), and staff discussed circulation constraints, easement conflicts and potential fixes including a lot-line adjustment, lot purchase, or redesign of parking geometry to parallel stalls. "The impervious surface is proposed to be 83%," staff said; the commission and staff noted the site is partially in a shoreline area and that increased impervious surface raises stormwater considerations.

Staff framed the item as an informational discussion and asked the commission for guidance on whether to pursue variance paths or negotiate plan fixes. Commissioners suggested alternatives such as replacing angled stalls with parallel parking, pursuing lot-line adjustments, or buying the neighboring parcel; staff urged the applicant to work with the city engineer on material standards for the compacted gravel and to provide circulation diagrams. The commission directed staff and the applicant to continue working together and to return with engineered adjustments and permitting information rather than taking an immediate enforcement action.

Representative Adam Wodrick said the existing conditions operate like a tight, functional staff parking area and that alternatives could be explored. The commission did not take a formal vote on this item and instead gave direction to staff to continue technical review and to pursue a path toward compliance.
