City notes LED upgrade to freeway digital sign and nonprofit ad time under lease

Staff told the commission that a private company, Veil Advertising, manages a digital freeway sign located on city property and recently upgraded the LED screen as required under the lease that governs the sign.
Rafi said the company is refacing the city-facing sign panels with the city's logo and that the lease requires the company to maintain the structure and program a reserved portion of sign time for the city and nonprofits. "As part of the lease agreement, there was some requirements that a certain percentage of their sign time be reserved for city and for any kind of nonprofits or kind of public service announcements," Rafi said. He said an economic development manager (Madeline Graff) handles requests from nonprofits and that the city receives a revenue share that is deposited into a community-benefit account.
