City reviews 'Independence East' proposal; staff flags general-plan and CEQA needs

Community Development Director Rafi reported the Lewis Group submitted an application for an area called Independence East, a roughly 15-acre parcel behind Grocery Outlet. He said the parcel currently has a mix of commercial and industrial general-plan designations and that the applicant would require a general-plan amendment or rezoning plus CEQA review to proceed.
"It does require a general plan change or require rezoning or require CEQA," Rafi said, adding that staff is exploring bringing on a CEQA consultant to start study work. He said staff will continue to update the commission as that project advances through completeness review and initial environmental scoping.
