Lighting and architecture experts told the council that proposed additional reductions to the integrated draft lighting power density values would be too blunt and could undermine appropriate illuminance in particular space types.
CJ Brockway, speaking for the architecture and lighting-design community, said ASHRAE’s subcommittee is developing target lighting power densities based on space function and user needs. Brockway urged the council to adopt the 2024 integrated draft lighting values and to reject proposed blanket reductions. "Percentage reductions are a blunt instrument, not a scientific approach," Brockway said, citing airport concourses (SeaTac) where the integrated draft value of 0.49 W/sq ft already pushed design constraints and further reduction to 0.4 W/sq ft would conflict with project goals.
Other commenters echoed the need for space-specific analysis and noted that some jurisdictions already incorporate reductions; the hearing record will accept written technical comments and case examples for the council’s consideration.
