At its Feb. 6 special meeting, the Sedan City Council repeatedly entered executive session under K.S.A. 75-4319 (b)(1) to discuss personnel matters related to terms and conditions of employment. "Angela Evans made a motion to go into an executive session to discuss matters pertaining to the terms and conditions of employment, K.S.A 75-4319 (b)(1); regarding personnel matters of nonelected personnel; the open meeting shall resume no later than 5:50 PM here in the council room in the City of Sedan," the minutes state; the motion was seconded by Janice Fine and carried.
The minutes record four separate executive-session motions with the following resumptions: first session to 5:50 p.m., second to 6:10 p.m., third to 6:20 p.m., and fourth to 6:30 p.m. Each return to open session is recorded as having "no decisions made" at that time. The minutes do not include the content of the executive sessions, consistent with the statutory purpose to permit private discussion of personnel matters.
