Lindstrom adopts ATV/UTV ordinance with conditions; council debates golf-cart age and insurance rules

City staff presented updates to a proposed ATV/UTV and recreational-vehicle ordinance that would create a three-year, city-issued permit program and require proof of insurance for permitted vehicles. Staff clarified that the city lacks authority to impose a minimum age limit for golf carts because state law does not set an age threshold for golf carts, but that ATV and snowmobile age rules are governed by state law.
Council members raised questions about several provisions: a 100-foot buffer near dwellings, specific VIN or vehicle-identification requirements, whether a permit revocation process should be spelled out, and how the city would enforce insurance requirements. City staff said the ordinance would require documentation of model, make, year and VIN and that insurance would be required to obtain a city-issued permit. "If the golf cart is not insured, they're not gonna be able to get a city issued permit," a staff member said during the discussion.
After extended public and council discussion on safety, enforcement and community preference, the council voted to adopt the summary ordinance and authorized staff to publish it; council members noted issuance will not be immediate because stickers, permits and the license process must be prepared. The initial roll-call showed a 4–1 vote on the motion to adopt the ordinance.
