City planning staff presented a variance request for 30665 Maple Street to exceed the Shoreland Overlay District impervious surface limit of 25 percent. Staff reported existing hardcover of 34.7 percent would drop to 17.9 percent after demolition of an attached garage and driveway but that adding a proposed two-stall detached garage and driveway would result in 32 percent impervious cover.
Council discussed a planning-commission suggestion that the applicant post a performance bond to guarantee the demolition and property cleanup. Council member Dave questioned bonding logic because the applicant cannot obtain a building permit until demolition occurs; staff said the bond language was included to ensure timely removal but council agreed the bond could be modified. After discussion a motion with a modification to remove the bond requirement language (removal of C1) carried and the council approved the variance with conditions recommended by the planning commission.
The planning report noted the city engineer had reviewed drainage and found the alley drains to existing storm sewer to the north, and the planning commission recommended approval with standard findings of fact and conditions including a time limit to complete demolition and permit sequencing.
