Resident urges Lindstrom to address safety, drainage and permit issues at Pleasant Hill Park

At the Council’s open forum, resident Ron Groening detailed ongoing safety and drainage problems at Pleasant Hill Park, saying the park frequently fills with standing water after rain and that children have been swimming in runoff he termed contaminated. "That water is street runoff, chemicals, and bacteria," Groening said, and warned there is a risk of entrapment in the park’s concrete culverts.
Groening asked the city to review photos and videos he collected and suggested law enforcement, city planning and maintenance inspect the site; council members urged him to forward the materials to staff and agreed to place the issue on a future agenda for staff follow-up. City staff offered to accept the materials electronically and to coordinate any necessary multi-departmental review.
Council members noted the park’s historic role as a holding pond for upstream streams and discussed whether structural gates or culvert closures had been included in the original design. Staff will accept Groening’s evidence and evaluate stormwater permit compliance, drainage capacity, and safety mitigations before reporting back to council.
