Union representatives urge project labor standards at Dixon Campus hearing

A representative of the NorCal Carpenters (Local 180) urged the Planning Commission to prioritize strong labor standards, access to quality health care benefits and investment in local skilled labor for the Dixon Campus build‑out. Francisco Salcedo told the commission that requiring responsible contractors and prioritizing local hire would support safer construction, local jobs and long‑term community benefits.
Salcedo said unions can ensure trained workforces and that taxpayer‑funded investments should favor contractors who provide health and retirement benefits. The commission did not attach a project labor agreement or labor conditions as a requirement in its recommendations; the applicant and city will have the opportunity to negotiate such conditions at the council level or during conditions of approval. The applicant later noted ongoing discussions with labor representatives and said it was open to further conversations.
